In this video I show another way to mod Oblivion. Using the text file that gives instructions to the game that is called ".ini file". In thisEXAMPLEI show ho to make the water surface look much more beautiful. It takes not more than one or two minutes but the water looks great after the change.

i strongly recommend you to make a backup of your .ini file before you make any changes, in case if something goes wrong.
also modding the ini file for improving the graphics may cause a break-in of your fps when you use slower components of your system. so be careful.
