A Black market for you to sell all your stolen goods and plunder and buy almost anything you could ever need. It is located in the mountains near Bruma (there should be a map marker added after you install the mod). Keep note that everything in the black market is owned by the thieves guild and all the npcs are part of the thieves guild.

i fixed the glitch turns out i didn't have him set to sell all the stuff he had :P, and you can download the file again :)

:( just discovered a glitch, Drew has so many things to sell he cant display all of it, so i guess im going to have to take off some of the stuff he sells to fit it all
