It seems that I installed a new mod on my computer for Oblivion that rendered the cities, and therefore the chest the items were in, disappeared.
I had the same problem with the other mods I placed in the city.
So the headbands are moved to the top of Hero Hill.
Go to Hero Hill and become a Ninja Hero!
What are these Headbands?
-------------------------
These Headbands are like bandanas with a metal plate on the
forehead which is engraved with your country's symbol.
How many Headbands include here?
--------------------------------
48 Total. But they are in both heavy and light versions,
so divide that with 2 and you get 24 different headbands.
But also each country has an "anti" version which has a line over it,
so divide that with 2 again and you get 12 different countries.
Where can I find the Headbands?
-------------------------------
In a container in front of the statue
in the middle of the Imperial City Arboretum District.
