This mod allows the player to complete restoration of all the wells in the cities of Cyrodiil.

I always thought the static wells should have the ability to provide something more than looks. In this case they provide a well to enter and explore, and then after the well is restored, you can use it like the arena basin, with restoration qualities. There are 25 activated wells once the quest line is complete that you can access. Talk to the Master of Wells in the Imperial City Market District Office of Imperial Commerce to get the quests to restore all the wells inside the cities of Cyrodiil.
Note:

This allows the restoration of wells in the following cities: Anvil, Cheydinhal, Chorrol, Leyawin, Skingrad, and the Imperial City. I didnt actually modify the wells, but added a portal and basin to it.

Extract the .7z file into your Oblivion\Data directory, all the files will go to the correct folder, checkmark the .esp file in oblivion mod manager.
