This can be easily done through TES4Edit and the Construction Set. Delete the NPC, Cell and Worldspace edits, and containers. Open it up in the Construction Set and add the equipment to the appropriate NPC, loot, and shop leveled lists, based on where you want the items to show up.
Bro, there is literally sub-package in better cities for this specific mod, as well as many other mods. It's easier if you use wrye bash to install mods because you'll be able to choose which sub-packages to install. I've found a great deal of cool mods just from the better cities sub-packages.
7z is a form of compressed package. Like a .zip file. All you need to do is move the file onto the installers directory on wrye bash and click install. The .esp is contained within the package.

I have enjoyed using the Knightly Armoury mod for quite some time now. But with my mod project I'm working on, I have an, at least for me, important question to ask: May I include the full Knightly Armoury mod in my own mod?
Ofcourse, I'll give you all the credit you deserve if you allow me to use the full mod. If anyone helped you on this one, and I believe you confirmed that in the file's description, they'll be credited as well. If you give me permission, I'll be merging my mod with your Knightly Armoury mod together, plus, I will ofcourse include all meshes and textures involved. If you don't give me permission, then I'll respect that decision and act accordingly.
:) Excellent. These armors are great; finally I can kick of those ugly boots, the cuirass with the uneven guards and I did want a more attractive helmet. Thanks and again, excellent.

These armors are great it's just that I'm using better cities mods as well as a few others and this doesn't seem to be compatible
