This Shield is a retexture of a Dwarven Shield.
The Shield has enchantments of: -50 Fire Shield -50 Frost Shield -50 Shock Shield -30% Resist to Fire, Frost, and Shock
The Shield is located in a Barrel underneath a Statue across the way from the Staff shop in the Imperial Market District.
There is a Heavy and Light armor version of this shield both in the barrel.
