I've created several files to BE an NPC. Here, you ARE "The Adoring Fan". You will look exactly like him but you will have to start a NEW game. You will have all of his contents as well as the NPC. Everything should be set such as face, eyes, his Faction, but you will have to tweak his hair color some. He uses the "Upswept" hair style, which should show up as soon as you see him.
Notes:
-I added a third picture of how the slides should be. This appears to be just right. But hey, if you want to go giving him another hair style, or color, be my guest.
-Alot of people like to screw with this little guy. Now you don't have to. Just jump off a cliff, Resist Arrest, or go around stealing people's things noticed. For those of you that actually like him, here's your chance to make HIM the grand champion of the arena.
