CSE is never necessary/required in any case, but it's recommended in all cases (CSE fixes most bugs in the CS and add new features).
This OBSE plugin add some new commands to manipulate the audio settings. - If you just want to install it because some mod require it, then download the package, extract it, and just install the Data folder (ignore the src folder). Done. Just ensure OBSE is installed: it will load the dll automatically.
- If you want to create a mod with these new commands, same procedure, with an extra step: in order to use the commands, you need to run the CS/CSE in OBSE mode (if you have CSE, it's always in OBSE mode, so you don't have to worry about this). This way, OBSE will run and will load all OBSE commands, and all commands from the many dlls in your Oblivion/Data/OBSE/Plugins.
- If you want to modify this plugin itself (add new commands, etc...), CS won't help you. You need the src folder, knowledge of C++ and you need to ask scanti.
I use the "PlayMusicFile" command in CSE script editor but it get me crash when I tried it in the game... do you know something about this ? it always crash whenever I use the SoundCommands command in the script...

Far as I can tell it is a good idea, but it needs to be made easier to handle for the "commoners", instead of having just instructions for the modders.
Extract the archive and delete the "src" folder (you don't need it). The Data folder contains a file dll, buried in "OBSE/Plugins". You can just drop this Data folder inside your Oblivion folder (if it asks to merge the two Data folders, say yes).
Done! No need for activations or something. OBSE automatically load all dlls in the Oblivion/Data/OBSE/Plugins folder.
Given it is presented as a modder's resource, the author apparently thought it was the responsibility of the author of any mods requiring it to provide installation instructions.

Given the archive is packaged that way, you should unpack the archive into the game install 'Oblivion' folder and let it overwrite or create any files if it asks. After that, the mod that requires it will be able to access it. As a player, you shouldn't need to do anything else.

I've installed it correctly and I also have the newest OBSE version (I'm using steam). But when I want to use one of the commands in one of my scripts in TESCS then it always says "script command "PlayMusicFile" not found". What am I doing wrong?

The "src" folder isn't needed, you can ignore or delete it if you're not a programmer willing to contribute to the mod (http://cs.elderscrolls.com/constwiki/index.php/OBSE_FAQ).
