About this mod
Start at any level but you cannot advance throughout the rest of the game.

This mod is designed to keep the player from leveling throughout the game. Skills will no longer advance through use and gaining skills through other means such as training will not contribute to the player gaining a level. The skill training limit has been more or less removed but is now much more expensive. New potions have been added that will increase your attributes and may be purchased at various alchemists. These potions are also quite expensive.
At the beginning of a new game you are given the option to advance to various levels or to stay at level one. You'll be granted to opportunity to advance your skills at this time with a certain number of skill points based on the level you chose. Attributes are also distributed in a similar manner.
This mod is mostly an experiment. I've played with it a little but it requires some extensive testing for balancing purposes.
The question you may be asking yourself is why? Why would I make a mod like this? What purpose could it serve? Well I wanted to find a way to remove the grinding from the game and focus on playing. The focus is now on using your skills because they are useful, not because you need to advance them.
Finding expensive loot and gold is now much more important because it's the only way you can advance. Even though leveling your character is now impossible you may still wish to advance your skills. This is much more difficult than in vanilla and it will take a very, very long time to max out a skill or attribute.
A (positive?) side effect of not leveling is that the world no longer levels with you. What you see in the game when you start is what you will see 100 hours into the game.
I realize there may not be many who would be interested in this type of mod. It's a rather radical departure from the type of game you're used to playing and I still don't know all the effects this will have on the game. I understand there may be some issues with certain quests requiring a certain player level so you'll have to take this into consideration when deciding how many levels you want to advance.
If nothing else think of this mod as a sort of hard-core mode. After all after you've beaten the game and maxed out several characters you may be looking for something a little different.
And keep in mind I'm still considering this a beta. It may take several long hours of gameplay to see how balanced it is but I believe at this time this is a good approximation of how the mod should play.
Update: Lowered the price of the enhance potions and fixed a major issue with the player's health. By default player health is only adjusted when they go through the level up screen. With that removed the player's health would remain the same as when they were level one. I added a script command to fix this. Now the game will make sure that your health is always adjusted appropriately based on your endurance. So if your endurance goes up(or down?) your health will do the same.
