Adds a shop to Anvil and the IC where rare items can be bought.

Location
========
Anvil Shop: At the west end of the bay, just at the start of the steps heading towards the lighthouse
Imperial City: In the market district at the bottom of the map built into the wall, opposite The Main Ingredient

Details
=======
A large range of items can be bought at the two shops, each shop has four traders of different types. The appearance of items in the sellers inventory is random.

Alchemist:
The alchemists sells rare ingredients and strong potions.

The alchemist in the Anvil shop sells some ingredients from Morrowind. I have tried to keep the effects, cost and weight as close as they were in Morrowind as possible, using the USEPWiki. The strength and duration of the effect however won't be the same as these wern't given but I have kept them within the ranges used by ingredients/potions in the game. The price of the ingredients and potions are double they were in Tamriel and at least 5gp as they would have just been transported halfway across the world. I have used models that are already used by the game for the ingredients but for the potions I have used JQPotionBottles (see below).

Smith:
The smiths sell rare weapons and armour (daedric, dwarven, elvish, ebony and glass) in both unenchanted and enchanted forms. They also sells upper-class enchanted and unenchanted clothing and jewellery.

Mages:
The mages sells sells strong spell scrolls and larger soulgems. The mages also very rarely sell black soulgems and Azura Stars, I know this causes some people to moan about fitting in with lore, but if you don't like it just don't buy them it doesn't take a genius to work that out.

Clutter and Book Sellers:
These sell books that are marked as rare or valuable in the editor, they also sell skill books. The clutter sold is gems, diamonds, gold etc. He also randomly sells copies of the Ayelid Statues and the Elven Bust used in a Thief's Guild quest, these don't have any effect on the quests they're normally used for as they are copies with all scripts removed.

Extras-
Fence:
The captain of the ship behind the Anvil shop buys stolen goods as well as selling lockpicks, moonsugar and skooma. He also sells skeleton keys, again if you don't like how this affects the lore don't buy it!

Enchanting/Spellmaking Alters:
Both shops have Enchanting/Spellmaking Alters that can be used by those not in the mages guild. They cost 100gp a use, you will still be charged even if you don't enchant/spellmake and just close the dialogue.

Barter Gold:
The merchants in the shops all have a large amount of barter gold ~20000-30000gp. This is so you can get a better price for them high value items you might want to sell, the down side is they are very skilled merchants that won't accept much haggling.

Training:
All the merchants offer training for a skill

Install
=======
1. Extract the files to a temporary location.
2. Examine the folder structure and make corrections where necessary.
3. Copy files to (install folder)\Oblivion\Data\
4. Start Oblivion Launcher, click 'Data Files', place a checkmark beside the .esp file(s).

Uninstall
=========
1. Start Oblivion Launcher, click Data Files, uncheck the .esp file(s).
2. Delete the files/folders associated with the mod. (the meshes and textures may be the same as used by other mod as they were from a modders resource. Check first before removing)


Upgrade
=======
1. Uninstall the old mod.
2. Install the new mod.
3. Start oblivion and play. There should be no effect on saved games and should not corrupt any saves.

Incompatibility
===============
No reported major issues to date.
Living Economy causes the barter gold of the merchants to be reset to ~1000-2000gp
But...
May not work properly with mods that change Anvil Bay and the IC market district.

Fixed problem with 'strings' coming out of a NPC in the dock

Problem with the strings coming out of the other NPC at the dock.
Changed mercintile level of traders to a higher more suitable level. (Suggestion by Mercer Meka on Bethesda Game Studio Forums)
Added and extra potion; Nord Brew.
Added another Morrowind ingrediant; Moonsugar.
Put Morrowind potions on display. (Suggestion by Mercer Meka on Bethesda Game Studio Forums)
Modified NPC pahs between boat and dock to try and makes NPC's walk around better.
Made Captain of Ship sell Moonsugar and Skooma.
Added a Altar of Enchanting and Altar of Spellmaking to the shop, with a cost of 100gp per use. This price is in addition to the cost of making the spell/enchantment and you still get charged even if you don't make a spell/enchantment in the end.
