That means you have an ESP named AR.esp in your load order, which is the name of the Arcane Rising ESP, but must also be the name of another mod's ESP too.
you're almost right. It's matching on bgMagicEVAddEnVar.esp from less annoying magic experience, which does end in ar.esp. removing that esp stops the installer from suggesting the arcane rising patch
Not that I'm aware of. If that's the entire conflict, then it wouldn't be worth patching, just console-disable the rock. If there's more to the conflict, then feel free to make a patch like your Weye Overhaul patch.
It is inside a rock that is touching an ayleid ruin next to some cottages. On the peninsula just north of where IC Suburbs is located.
Another thing, I noticed because the patch for Region Revive had disappered from my load order, that the patch removes a stone circle and replaces it with a farm. Without the patch I saw the stone circle for the very first time. Has that stone circle been relocated or just deleted? I was running around and couldn't find it. It was very beautiful, shame if it were deleted.
Probably deleted if you couldn't find it, there's very limited space on the island. If it had been relocated, I doubt it would have been moved very far from its original location.
There is a conflict between UL Snowdale and Chapels of Cyrodiil. The Isolated Chapel, a location added by the latter, is submerged by rocks and mountains from UL Snowdale due to a landscape issue. I kindly request assistance from anyone who can create a compatibility patch if possible.

Your load order is still wrong. The land tear in your screenshots only appears if you load UL before Snowy Road to Bruma. I have checked this just now to confirm.
Once again, UL always goes after the conflicting mod unless stated in that patch's readme. This patch's readme clearly states:

It's a bit severe because it sunkens down the mill, making it hard to find the door to it.
