Download the files either with a mod manager of some sort and it will usually just put it into the right places for you... or.. manually download the file and paste into Oblivion/data/textures (with the texture file) and paste the mesh file into Oblivion/data/meshes. A mod manager of some sort is usually best since it allows you to remove the files (if you wanted to remove them) without too much hassle.
UPDATE: I figured out what's wrong. On steam the game uses the most recent files (through the date of the file). You have to get a software that can change the date on the files to get this working.

I want to point out that you don't actually need the .esp files from this mod if you just want them to replace the meshes/textures (and icons) of the included weapons. The contents of the .esp files seem to be for the "fine" weapons, which will still use old vanilla meshes without the .esp.
Ive tried everything I could think of and nothings working. idk what I did differently it worked in the past but now its not. ive tried what 45AARP said, ive used NMM, OBMM,Vortex etc. idk what else I can do nothings working
1. Extract the folders to your desktop, and merge both "data" folders into one. 2. Put both of the .esp files into the "data" folder that you just extracted to the desktop. 3. Move the "data" folder to the same folder as your oblivion.exe 4. Enable both .esp's.

I might be able too if I had permission. And it's fairly easy to do on your own too. Because I technically can create a non-replacer version for myself and just not publish it. Just for my own personal use etc.
