      You could use a Hex Editor; I'm afraid there are no free tools available and no github projects regarding the .spt format. I actually used SpeedTreeCAD 3.4 Lite for creating the actual trees then SpeedTreeCAD 4 to create the billboards; The process is buggy and the actual SpeedTree version Oblivion used is lost to time.
