Damn, I decided to see how the oblivion modding community was doing, but this game is looking to good do be the oblivion I known x)
How do you obtained that blue lightning ? And you use our own textures/race for the character or can we find it somewhere ? Seeing screenshots and the result we can have with oblivion reloaded and an enb, I now feel the urge to reinstall the game and mod it until I have only 5 fps ;-;
Find my ArtsyENB / Glowhell and you get almost this depending on what enbpalette you want to use. It cuts fps by 50% alone xD ..Or find this guys Softglow which was based on my setup (not sure now) and you probably get this minus the character /hijack
Atm, the best looking Oblivion you can get can be achieved by following Bevilex's Guide: https://www.nexusmods.com/oblivion/mods/47591?tab=images
After that you can tweak ENB and Oblivion Reloaded to your taste.
The blue lighting...it's Oblivion Fragrance + ENB/OR.
As for the characters, yeah, those are custom, this character was made using the FF race, but the only thing it retains from the original race is the headmesh, and even that head had it's UV map modified.
