A lot has changed since most people visited oblivion. There are different scenic mods, several excellent enb presets and so on. Also, personalized custom race is a must for "good looks".

About the possible beautiful characters (like in that pic) cant help with that other than they are custom made using photoshop/other program and other mod tools. I don't think this helped at all but for character creation, sliders are your best friend.
It did help, thank you I personally enjoyed Oblivion more than Skyrim but couldn't go back because of the faces, hopefully I can fix that this time around.
