About this image

I'm starting to hate this armor.. I matched spec/alpha maps with chest piece and shaders have the same ambient/diffuse/specular values.. STILL OFF *table flip*

Did you try "copy" & "paste over" for the NiMaterialProperties and such as well? If all NiTriShapes/Strips have the same material and textures (one and the same IDs for each), there shouldn't be anything left possible to cause a difference...
...unless material "skin" is in use somewhere or body part codenames are used for some parts which aren't body parts.

But what parts of the armor aren't matching specifically? You said you matched everything of it with the chest piece, just didn't say what -it- is.

And does one of the pieces by chance have "vertex colors" or some such defined as additional properties the other doesn't have? What about the vertex/face normals and/or the Tangent Spaces?

Eh.. material datas ambient/spec/etc is the same with gloss like 10 in nifskope. Funny thing is that they look really identical in nifskope since i used same damn scratchy steel texture on every mesh.
In game? Chest piece is "shiny" but other parts not so much. By matching i meant that normal map alpha channels have the same "glow map".
Desaturate main image - paste it to alpha - mess with levels.. you probably know this.

Vertex colors could be one thing i haven't checked. My Blender lately has been infested with ghosts. :(

Upper part of that armor looks very protective, but lower part not so much.

Did you make sure the Block Details under NiSourceTexture / NiMaterialProperties / NiTexturingProperty for all the parts are the same in NifSkope? I've noticed even slight differences in those can have weird effects in-game, especially if the ApplyMode under NiTexturingProperty is set to APPLY_HILIGHT or APPLY_HILIGHT2 instead of APPLY_MODULATE...you might already know all of this, though! :D

oh trust me, i have highlights disabled for a reason xD

might as well turn _n map alphas fully black and see how much difference that makes.
