Also forgot to mention, I've since added Elbethien's Far cry inspired grass on top of this, it was the finishing touch & looks much better than Grass Overhaul's grass.
It looks so REAL! I might have to take a similar screenshot, I'm very familiar with the areas immediately surrounding the Imperial City to the west, south-west, and south (i.e. from the old fort north of Weye, along the Red Ring Road where it connects with the Black Road to Chorrol, down to Pell's Gate and the old ruins near said hamlet); however, I really like to stay as lore-friendly as possible, so I probably won't use anything that adds to the cities, unless it's something that adds to the lore, immersion, and/or realism.
I'd recommend Better Cities, at the very least the Imperial City portion. It adds a lot for immersion, such as government offices, a bank and many other things you'd expect to find in the capital city of the Empire. Most of the vanilla cities are fine IMO, it's just the Imperial City that feels underwhelming and unfinished. Check out Talos Bridge gatehouse too, it overhauls the bridge and area near the stables to include defenses and Legion presence, makes the city actually seem much more defensible.
Thanks for the recommendation! I'll definitely be sure to give it a look! I certainly hope Better Cities adds a couple more tombs to the giant cemetery on Green Emperor Way (the area immediately surrounding White-Gold Tower/the Imperial Palace, but I'm sure you and every other dedicated Oblivion-player knows that ), such as a SEPTIM Family Tomb, instead of just the two vanilla tombs. (I could NEVER understand why there wasn't a Septim Family Tomb; one would think that would be the first tomb Bethesda would've made!) I wonder if Better Cities adds the two rival road-construction firms, made famous by A Dance in Fire? Of course, they could just be fiction, like the rest of the major events in that little series; I'm sure Better Cities does adds at least one construction firm to the Imperial City, nestled among several other government offices. A bank I'm not so sure about, since TES games are supposed to be set in a world with medieval technology (outside of the Dwemer, of course, but they and their secrets are long gone), and, in the real-world, we didn't invent banks until the Great Renaissance of the 15th and 16th centuries, well after the Middle Ages (medieval period) that lasted from the 11th century to the 14th; I know banks were present in ESO (which is set ~1,000 years before Oblivion), but they were added merely to make the game easier and more accessible to other MMO players. However, I think the Empire was supposed to have banks, according to lore (seems like I read a book in one of the other games released prior to ESO that mentioned something about a bank in one of the major cities of Tamriel, and I believe it was very casual about mentioning this bank; that is, I think it was a character telling a friend from out of town they needed to go to a bank for some money, but that's it: no description of what a bank is, nothing indicating that banks weren't commonplace, just... casual, as if every major city had a bank or two, perhaps even some of the smaller cities and larger towns having a bank), but I could always be mistaken; I've been wrong before.
It does add a crypt in the Palace with all of the past rulers if I'm not mistaken. It also adds a new district with an actual estate for the Emperor, fully furnished and decorated for someone of that status. What it does best though IMO is make the city feel like it's a city and not a glorified town. Buildings are multi storied and there are balconies that you can access, as well as improvements to the architecture and aesthetics of the districts. The Elven Garden district actually lives up to it's name now. I've never been able to play without this mod since installing it, so I can't recommend it enough especially if you enjoy lore. There were banks everywhere in Daggerfall, and gold had weight so you were forced to use them, so they are definitely within the lore. Maybe that's what you're remembering. Bethesda just didn't bother adding them in the newer games, but I think they really dropped the ball when they didn't add one to the literal seat of the Empire.
That HAS to be what I'm remembering! It wasn't that long ago (only 4-5 months) that I last played Daggerfall! Gosh, how could I have forgotten? I've been so busy with the holidays (Halloween (31 October, if you don't know; I'm not sure where you're from ) is my birthday, and Christmas Eve is my Mom's, and, especially the past few years, we honour my deceased Dad's birthday (19 December) with Mexican cuisine (he spent most of his life growing up and living in California, very close to San Diego and the border with the Baja; he absolutely loved Mexican restaurants!) and getting my new gaming PC set up, it just completely slipped my mind!
Anyway, there's certainly nothing saying that ANY level society can't have banks; just that we Humans of Earth have really only recently invented them (considering humans have been here for at least one- or two-million years, and, as I pointed out, only invented banks approximately 600-700 years ago, I'd say that's only a small portion of our history )

No RAEFWD, I don't use it to save frames, this is just Better Cities - IC Imperial Isle for the extra districts + TES4LODgen with Koldorns LOD noise (light) for the distant terrain.
