Remove the 'Procedural' from Procedural Upgrades.

This mod makes upgrade modules have stats that are not random.

This mod removes the RNG from Procedural Upgrades.

I've edited the possible upgrades to only use the maximum number of stat upgrades allowed with no variation.

For Example, a movement upgrade in Vanilla can have 2 - 3 upgrades at C Class, 2 - 4 upgrades at B Class, 3 - 4 upgrades at A Class, etc.
With my mod, they have 3 upgrades at C Class, 4 upgrades at B Class, 4 upgrades at A Class, etc.

The quality of the stat modification is still affected by the class of the upgrade. Even though class B, A, and S may give the same number of upgrades, the amount of each modifier will be higher with each improvement in  class. 

The stats for each of the upgrades with the mod are normalized from the regular stats and have no variation.

For example, my S rank movement upgrade was:

Before the mod:
Jetpack Tanks: 200%
Fuel Efficiency: +15%
Initial Boost Power: +6%
Sprint Distance: +46%

After the mod:
Jetpack Tanks: 225%
Fuel Efficiency: +11%
Initial Boost Power: +11%
Sprint Distance: +50%

As you can see, the stats are generally better and they are always the same.

This mod is compatible with already installed upgrades in existing save games. There may be a bit of slowdown on your computer as the modules are reconfigured for the first time on a save load. After that, there will be no performance hit.
