Change the blue notification background to a faded black like the rest of the UI

Modding is current on hiatus on my side, as soon as thing get sorted out in my personal life, I will get back at it and update this mod.
However, in the mean time if anyone has the knowledge and desired to update or maintain this mod, I can promote it to the official download and give the due credit (just PM me and I will give you the master file I've started working on and all the reference doc of the change I have).

A simple UI change that switch the blue background of the notification for faded black, close to what the rest of the UI is.
The background opacity is a little more strong than the rest of the UI, since on ice planet is was hard to read.
This is part of the mod Common Traveler in the UI option module

: Manual Installation :
Copy the pak file (inside the zip) into your game folder GAMEDATA\PCBANKS\MODS folder
Remove or rename DISABLEMODS.TXT file from PCBANKS folder and create the MODS folder if it does not exist

A really big thanks to pabs235 (go check is other mods) for is invaluable help on the text shadow issue and monkeyman192 for updating the compiler tools needed to make mod and Forkinator for updating to patch 1.35.
