This mod removes the technology overload that limited you to three procedural technology upgrades. You can now install as many as you want (or just a small increase, if you prefer).
Use Vortex or manually put the entire contents of the zip file in your GAMEDATA\MODS folder, not PCBANKS, similar to this:
