This mod makes it more likely for you to get salvaged frigate modules (SFMs) from legal sources.
Put the entire contents of the zip file in your GAMEDATA\MODS folder, not PCBANKS, similar to this:

This mod makes it more likely for you to get salvaged frigate modules (SFMs) from legal sources.
- Crashed freighter containers are 3x as likely to give SFMs.
- Derelict freighter crates are 4x as likely to give SFMs.
- Freighter rescue rewards now contain one SFM.
- Killing pirates has a little over 2% chance to loot an SFM.
