Gets rid of ship fly bys on planets.
Another version also gets rid of planetary pirate flybys

Finally, some peace and quiet!
Both versions may lead to unwanted effects, such as less or no ships spawning in certain areas. Let me know! (after extended use, I haven't found anywhere that ships don't show)
Confirmed to block the pirate attacks. I have also noticed that the version that is just normal flybys might also be blocking the pirate attacks.
Next version might just have one or the other but not both.
Uses "METADATA\SIMULATION\SCENE\EXPERIENCESPAWNTABLE.MBIN"
