This mod provides options for resizing your bobbleheads or moving them. There are three versions:
Use Vortex or put the entire contents of the zip file in your GAMEDATA\MODS folder, not PCBANKS, similar to this:

- Chibi - Makes bobbleheads shorter and a little fatter
