In version 1.4 I've updated the hash values to cover both situations with motion blur / DLSS on and off. Now theoretically it should work on any system, as long as I didn't miss anything else. Please try it out!
Explanation:
Apparently the motion blur and DLSS settings can change the hash values referring to certain shaders. My DLSS was on when I made this mod and thus didn't find all of the hash values. So anyone with their motion blur / DLSS on would get the same result as mine. Otherwise it would not work.
The reason why for some people it didn't work at first but began to work after installing some other mod is that: the other mod happened to share the same shaders with this armor, and thus coincidentally "enabled" this one as well.
Unfortunately it's not possible with this armor. When wearing this armor, the mesh of character's leg is replaced by the chainmail part. If I remove the chainmail, the legs will appear to be transparent. However, there are some other armor sets that have intact leg mesh. Perhaps I'll take a look at some of them in the future.
I've uploaded a new version. Please check if the issue persists.
Though the previous version worked well for me, I replaced the hash value with the other one referring to the vertex buffer. Hopefully this will solve the issue.
It just came to my mind that, are you playing with female characters? I forgot to mention in the description that this mod only contains the female version of the armor. It may not work if you have a male character, just in case.
Okay. Now I think I've finally figured it out. Apparently the motion blur and DLSS settings can change the hash values referring to certain shaders. My DLSS was on when I made this mod. So anyone with their motion blur / DLSS on would get the same result as mine. Otherwise it would not work.
I've updated the hash values to include both settings in version 1.4. Now theoretically it should work on any system, as long as I didn't miss anything else.

It seems 1.3 works fine but 1.4 does not
Which option are you using? And by not working do you mean there's no effect at all or something looks incorrect?

May I ask what mod did you add before this one worked? It might help me better understand what's causing the problem.
Nevermind. Issue should be fixed in the latest version.
