Interesting... during the last chapter in the Tower, the whole thing feels so massive. So massive, if looking around, can even see many strange towers suspended upside-down from the sky. Now the tower looks so small.
Also from the cinematic, always had the impression that the three giant boxes are the supporting 'legs'. Looking at it like this, its not even touching the tower. Only with tiny beams circling around like that... Technically, it is not an effective building engineering (impossible) and most likely bound to fail.
... now thinking about it, one possible explanation, is that probably the tower is so tall, very close to the outer space. Enough to negate the pull of gravity, but still within the atmosphere. In essence, it is "almost" floating like a baloon, but not yet a baloon. And the circling tiny beams are there only to keep the balance, so the tower won't topple off of the slender elevator.
