I've made them first of all for War Horde but decided to release them ahead of it as a modders resource/ creature mod.
As for what they are lore-wise, it'd be explained more in-depth in the War Horde and maybe updates to Spook (Since they share the same modverse and there is already a 'no names mentioned' encounter with them there). But think Elder Scrolls' Falmer meet Lovecraftian Ghouls meet Insectoids meet Fallout.
And when we are talking the mod(s) we are talking the present issue(s) because the mods are threatened by them since mod authors are.
They literally restricted Overseer from ever posting images again and trying to threaten him with a ban if he ever make another attempt to put their scams into the spotlight.
He is one of the several core people who generated the main traffic for their New Vegas nexus in the last several years, and here's what he gets.
But the worst is the reaction. Besides th3overseer and Thuggysmurf (Ironically the guy whose mods to Fallout 4 I consider what Twilight series is to the vampire genre and in general whose character I strongly disliked until this mutual point), nobody seem to have any guts to speak up or do anything rather than whining at that holding cage 'thread' for 'concerned authors' they created on 'mod authors only' forum.
Such lack of guts is absurd in the situation like this.
As I said previously, even if just five more authors of th3overseer's size made a similar stand, hid their mods and rang all bells they could, the echo would be going around the web already, and chain reaction this website is so afraid of, would start.
But instead it been around for almost what, six days already and if it weren't for th3overseer's posts I wouldn't even know about it, which is Exactly what them folk tried to achieve.
I don't have any illusions about this website or people on it but the fact how everyone confines with this happening (so far) makes me spit.

If a guy like this is treated like that, you don't need any other evidence that there's some scum scam all over.
But as I've said, real Sane thing to do would have been organize and make our voices heard.
Yet nobody but overseer (And maybe Thuggysmurf, at least he wrote that lengthy article. And I agree with him, this is also a prep for the sale to some corp so I guess the current 'officials' testing if they'll fit right in : ) ) seem to have been interested in anything but yappering, that's what fifty plus pages of that forum is, yappering of those who lick ass and those who go 'ewww there's an ass in my mouth'.

Its super easy right now because I saw so Many of the most well known modders Not being perfectly fine with backstabbing. Just five of them and boom, everyone's talking about it. Or I dunno, say thirty of the smaller names like us to at least a tickle.
But nope. Same old same old sit and wait on the train to the camp and hope you'll be the one on whom they run out of gas.
