This is an idea that I am working on. It consists of a shooting range with these moving targets. This is just a test. Impact decals appear when the target is close, but not when the target is far away. I have no idea why. Still, I'm working on it. If I am successful, I will implement a firing range for FO3 and eventually NV. Otherwise I'll release it as a modders resource.

    you have to increase fGunDecalCameraDistance and fGunParticleCameraDistance GMSTs

      Thanks a lot, Xilandro. I am going to take look. I've never experimented with these settings.
