Okay, well it's not really dynamic. Configure item values by item type in the INI. Multiplies them by a flat value by default, with the option to use a logistic curve to flatten some of the outrageously high values.

I always thought the economies of Bethesda games scaled too high. Are you really going to carry 25,000 bottlecaps/gold coins on your person? This has the added benefit of making quest rewards more rewarding.
