Adds a southwestern access into Quarry Junction between Yangtze Memorial Abandoned Shack and The Great Khans (aka Melissa's) Camp.

Context:
Don't Make a Beggar Out of Me is a rather simple quest, with rather small rewards, and light skill checks around trudging between a couple of early game quests; additionally despite it's progressional placement (and unlikelihood) of "My Kind of Town" not being completed by the late game; Tyrone doesn't get moved to Camp Forlorn Hope if the NCR moves on from Primm - all the hallmarks of an early game fluff quest.
Despite these issues the only way to speak with the quest-giver Melissa is to fight (or sneak) through Deathclaws and/or Cazadors. This makes the quest pretty middling with the only real benefit being minor NCR or Khan fame, or the extra chems if you are playing with a re-balance mod that makes them rare.
Interesting enough; southwest of Melissa's camp on the otherside of the quarry's walls exists under-detailed landscape of some limestone rocks amongst nearby generic cliffs, many of the cliff and quarry objects nearby have inconsistent object IDs (the lower quarry walls notably being in the 17xxxs, the same as the generic cliffs) with many of these have later IDs than Melissa; suggesting that there was an access point from the Goodsprings side originally (though larger than what is presented in this mod); but it was later changed to it's current vanilla setup.
My theory is that there were concerns about low level couriers cheesing the Quarry Junction encounter by perching on top of the cliffs and sniping at the deathclaw alpha and mother - their AI too stupid to actually detect and attack the player or leading to the Deathclaws storming the cliff and killing Melissa to get to the player; therefore failing a bunch of important late-game quests (i.e Oh My Papa) and forcing a run to be doomed into letting the Khans getting blown sky high for Caesar's Legion. Therefore Obsidian decided to was better to wholly block off Melissa until the Player was ready to fight the deathclaws first. All the recording and writing was already done so Obsidian left the once early-game quest as is. Ironically the player has bonus for meeting Melissa pre-"Ring A Ding, Ding" a state rarely seen due to the Khan's Deathclaw brigade acting as defense (NCR better watch tf out)
However I am not like JE Sawyer, and decided to add (or restore whether or not my theory is true) this opening letting players access an otherwise forgettable side quest.
