Changes the template for Westside Militia and Civilians to allow for scripted injections from other mods.

Essentially, instead of the template having a Single Shotgun and Leather Armor, it now has the following:
PatchyWestsideStoryPrimary
PatchyWestsideStorySidearm
PatchyWestsideStoryArmor
This enables anyone to inject weapons and/or armor into their templates via script as my mod handles the one and only hard edit.
by default, the mod takes ZL Armaments Remastered into account, but any mod can LListAddForm into my list.
Compatible with Viva New Vegas modlist!
