Allows people who take the Animal Friend perk to complete the Mole Rat objective without killing anything

See short description. Re-uses the "Smart" dialogue selection, as I feel it fits the best. You don't need to kill any Mole Rats. Simply choose the "About the mole rat repellant" dialogue topic, and it will appear. It's a separate quest which ends after the dialogue is selected.
