Your pip boy torch is now powered by sunlight. It takes 10 minutes of daylight to charge to maximum. Daylight is between 7am and 6pm for purposes of charging. The charge will go down while it is turned on indoors or outdoors at night (6pm-7am). It can stay on for 10 minutes total before being drained. These are real life minutes.
This should add some tension to dark nights and interiors where you may have to conserve battery. Especially if you are using other mods that make them darker. Hold down or press the apostrophe key to switch between different 3 different UI Positions.

Robco in their wisdom offloaded the relatively unimportant but demanding torch function to solar cells. The precious nuclear reactor would be used solely for vital data display and collection purposes. These precautions may seem extreme but they were determined to hang on like cockroaches even if it took millenia.
