Replaces the legal intro screen to some promotional art of Rex.

Wasn't a fan of being flashed with legal jargon every time I boot up the game for testing so I upscaled and extended Rex promo art.
The original promo art from the collectors addition cards / wallpaper.
Used Waifux2 to upscale the art then photoshop 2019 to extend the background/ add some micro detail.
The texture is in 2k/ 2048 - 1024 (to match https://www.nexusmods.com/newvegas/mods/75077) which I do recommend first then overwrite with mine.
Any crit let me know.
