So, a nice person from the TTW Discord (Audley) gave a much simpler, pluginless, solution. This file replaces one dds texture (metalscrapshingles05) with one that has had it's alpha channel removed.

Just wanted to put it our there that I found a workaround for the weird transparency holes in a few of the metal type shacks (at least in megaton). Basically, Took an all black slide texture (w/ it's normal map) and made it a Texture Set then just masked the nif/block thing which I think is failing at the task of providing a faux surface on the other side of the hole. (I have a feeling it is an upside down nif piece... no idea really).
