Cellout Is a Reshade Preset for Fallout: New Vegas that makes the game look similar to Borderlands, Zelda, and Telltale's series of games.

I was messing around with reshade and ended up making the game look pretty cartoonish. Oddly I liked it. So I'm sure some other people will too.
Just Download Reshade From Here.
Once you've installed it, open the setup file.
Select falloutnv.exe, and Direct9.
Check all Effects
Load Cellout Reshade ini
You can change things and values if you'd like by pressing Home
