Overview:
This tiny mod alters where you acquire the Great Bear and Red Victory grenade rifles to places that make more sense in game progression, and rebalances the grenade rifles to have more variation in appeal.
Getting a single-shot grenade rifle after a DLC which explicitly requires more powerful weaponry than them never really made any sense.

Red Victory is on a table in the Nelson barracks where Dead Sea is. It is not marked as owned, so that Legion/neutral players can acquire them without stealing or hostility.
Great Bear is given as a reward for completing Keep Your Eye On The Prize.
Neither is provided with ammo.
Ultimately, this basically makes both free to pick up in the earlyish game, so your stock of 40mm grenades is what defines their usefulness.

Each Grenade Rifle has been rebalanced a bit to make them interesting choices compared to the regular grenade rifle.
The basic Grenade Rifle has had it's health tripled, basic handling speed improved a little, it's direct hit damage has been increased, it's VATS range has increased, and it's skill requirement has been increased a bit. It's long barrel mod and high health help keep it a viable and potentially appealing option when the other two versions of it are available so readily.
Red Victory handles, fires, and reloads quickly, but it is very imprecise.
Great Bear is very precise, but stiff and handles slower.
Thump Thump fires and handles a bit faster than the regular rifle, has moderate durability, and it's only a little less precise than the regular Grenade Rifle. Ultimately it's a strong middle-ground upgrade for the regular rifle, without straying too far to the extremes that the Red/Blue exhibit.

I have also added regular grenade rifles at two early locations to ensure that you have at least the chance to acquire a regular grenade rifle before one or both of the uniques.
Lacey stocks one and a small amount of ammo routinely.
Carter stocks one and a greater supply of ammo routinely.
I'm open to placing one or two in locations that aren't merchants, but it'd have to be a real good spot.

If you're not seeing the stat changes, move the plugin lower in your load order.

Compatibility:
Vendor inventory changes made via scriptrunner, to maintain compatibility with mods which alter their inventories directly, like STARS.

Ultimately I'm pretty sure I could, but I don't really want to bother. These changes are part of an upcoming project of mine, and I just decided to split it off because some people prefer to use smaller mods like this that make a tangible difference instead of overhauls like the one this was split off from.
