This is a very simple mod which makes the Commissary terminals found throughout the Divide entirely unaffected by the player's Barter skill. I've always found how they work sort of weird in general, but being able to barter with a military requisition system seemed like an especially strange choice to me. Now they will sell and buy at 100% of an item's value. These values can be tweaked to your liking in the included .ini file, located in Data\Config\CommissaryNoBarter.ini.
Should be compatible with everything that doesn't touch the NPC backend system to the Commissaries. As far as I know, nothing does.
