Overview:
Experience 
[South Vegas Ruins] with no load screens, now considerably harder for low level players. Enjoy :) 
Also a Modder's Resource for level designers



Like with any open location mod:
DO NOT INSTALL/UNINSTALL MIDPLAYTHROUGH.
Light load order is recommended. [255+ load orders will suffer]
Generating LODs is required or terrain will clip. Viva New Vegas has a step by step Guide here.

PCNV Features - The 5 Changes and WHY 
+1. Open and accessible by moving the ruins into the worldspace.
+2. Removed rubble walls and neon signs between buildings.
+3. Kept rubble around buildings where it makes sense it would crumble.
+4. Train cars are now lined up to look derailed instead of stacked up.
+5. Restored Vault 3 Door animation by moving it inside.

Compatible - with location mods NVLOR, Enhanced Vegas Ruins, etc [Details Below]
Occlusion Planes - Performance boosting by disabling objects behind walls.
Static Collections - More performance by grouping together objects.
Quests work - Tested and works with vanilla quests in area.
Fully-navmeshed - Fiends will chase you in n out of the ruins.

1. This cell fits 1:1 in the worldspace already, Listening to the cutting room floor by Triangle City made me realize just how much the devs were not aware how bad the performance was on consoles and had to cut/rearrange things in the game.
2. These rubble walls were put up to close off the area and served no other purpose.
3. self explanatory but they're ruins, there needs to some rubble around and it makes sense it's around buildings.
4. All I did was move every other train car of the top row and moved them down.
This leads me to think it was like this before closing off the area off and needing a higher wall the player can't jump over.
5. Based on no speculation it just looks cooler. Thanks for the idea Spiff.






Q&A: It's useful this time!

Q: What's PCNV?
A: [Pre Console New Vegas] mods aim to restore the OPEN WORLD VANILLA concept the devs had in mind before closing off and cutting areas just to make the game [barely] run on console hardware from 2005-06. Keep reading for future plans.

It all started with "what if I can move nellis hangars to the outside?"
 My reason being the place is huge but the small entry point make it a bore to explore and the size of the cell makes my game load longer and it take me out of the game.

Q: What's the difference between PCNV and no load screens only?

A: No Loadscreens only version  Barebones. This version only has 3 minor changes from vanilla.

Technically PCNV has better performance than the loadscreens only version since there's less objects.
+1. Open by moving the ruins into the worldspace.
+2. Removed Collision planes around walls but I placed some mines for fun.
+3. Restored Vault 3 Door animation by moving it inside.

Q: How is performance?
A: 50 fps With latest NVR and Stewie AI engine opt n the area. solid 60fps NVR off but this is 1 PC with 1 setup Your mileage may vary.  More on Performance:

BTW in case I haven't mentioned it heavy load orders meaning 255+ esps with 200 4k texture mods are going to notice dips.
If, somehow for whatever reason you aren't using the Engine Optimizations here are my results with before and after optimizations while looking at the vault 3 warehouse. from the other side with/without occlusion planes and everything loading in front of you along with:
New Vegas Reloaded - Known to have a performance impact.
Occlusion Planes - Hide objects out of view.
No StewieAI's Engine Opt + No Occlusion Planes + No NVR35 FPS 
StewieAI's Engine Opt Occlusion Planes + WITH NVR55 - 60 FPS
StewieAI's Engine Opt Occlusion Planes + No NVRSolid 60 FPS [I capped mine at 60]

Your performance will vary based on your specs but its clear the mod benefits from the Engine Optimizations.

My specs for comparison:

20gb RAM
M2 SSD


Q: How's compatibility?
A: Comment about a mod and I'll check for compatibility when available. Very compatible with most landscape overhaul mods. More on compatibility:

Test first - This is an overhaul. Always test to see if it works with your load order.
This mod touches everything inside the South Vegas Ruins. I did add multibounds for performance outside the walls but Any mod editing immediate outside area should be fine these only help with performance.

DO NOT file a bug report if it's a mod conflict.
Let me know in the comments if you find a conflict or compatibility with another mod so I may add it to the list below.
IF I use the mod I'll make a patch for it.
