This should've been made as a patch to the original mod, not an esm replacer since it got updated and this now overwrites any updates that would've been made to it.
they're not present in the game. its not like making a tool booth is some gargantuan task that had to be cut from the game for time constraints. maybe caravans have to pay a toll when they pass through the Mojave outpost. but I don't think there'd really be a bunch of little toll booths all around the map
It's a plot hole as far as I'm concerned. The NCR has trouble holding territory everywhere near the toll booths, ESPECIALLY right next to Nipton for obvious reasons. So uh, no it doesn't really make sense that the NCR would magically have a Toll booth every ten miles in area's where their already struggling supply line can't reach.
They are, though. When you ask Cass about caravan life she says "And if it's not raiders, Powder Gangers, it's NCR tolls. They need to get the money from somewhere, even if it's Vegas-bound."

I don't think she meant within the game map though. How can they have toll booths without getting the Mojave under control first? Raiders are all over the place, legion, etc. Meh doesn't matter, I didn't want them on my streets anyway bro sorry lol. Love your work btw, one of the best content creators on Nexus imo.

Done. If someone attacks it? Replace the guards with fresh conscripts. We know in lore the NCR sends in thousands of men to die every year during the NCR-Legion war, so we need a place to send in these guys to die, why not have it be in toll booths in raider controlled land? And even if you still are adament it's "impossible" for some reason, it still makes sense for the NCR to have attempted toll booths in the first place along the Long 15 so having empty abandoned toll booths makes sense.
I don't see how they could have tolls in instable land when they can't really get any troops through crappy areas full of raiders without dying instantly on the way. Have you seen how well armed the Vipers and Jackals can be?
