In order to move top secret research equipment across state lines, the United States Space Administration along with C.I.A and other three letter agencies used tax payer funds to begin a string of dud moving companies and political conventions that at the time would appear seemingly more expensive than the budget would allow.
The parent company handling shipping and transport would be in the hands of foreign entities with money going through Panama, Ireland and Saudi Arabia, audits would show that the long web of money changing would all be facilitated and paid for by "Torres Group" investment firm.
One notably strange aspect of of their attempt at disguising the transit of these materials was their very creative ways in which they covertly formed AstroTurf
star trek conventions to poach the most dynamically impressionable minds that they would take advantage of for research into the strange extra terrestrial.
For it is easier to initiate those who had already been primed with pre programed conceptions of "Aliens".
