Changes the horrible default radial blur effect when you get hit to one that's more of a tunnel vision effect.

I always hated the default hit screen effect to the point where I would just turn it off, so I decided to make this today.
It changes the default full screen blur into more of a tunnel vision effect that fades out over a couple seconds.
Check out this video that showcases the inside and outside effect with screen blood on and off depending on how you play.
