Once again, minor annoyance, minor mod. Now, by repairing those leaking pipes, making sure Simms is aware of Burke's intentions, and disarming the bomb, you can gain access to, and ownership of, the Armory in Megaton...as long as Simms is alive to give you the key, that is.
