Adds a subtle flickering light to the Tesla Armors.

Just adds a subtle flickering light to the tesla armor. I made this just so that it fits in a little more while using get lit.
If you want the effect on any other armors you should be able to add them to the formlist.
Images are brightened by 40%, the effect really is pretty subtle unless you're in the dark
I'd wanted to attach a less subtle light to each shoulder but I was struggling to get them to attach anywhere but the root so I gave up on that for now. If anyone knows how to do this let me know please.
There's a small, really specific issue where when you equip or unequip an armor with this effect while the pipboy light is on there will be a brief flicker. IDK why this happens. Again, if anyone knows how to fix this let me know.
