Fixes on-fire jamming for automatic weapons and adds option for how often weapons jam.

Fixes on-fire jamming for automatic weapons, because as some of you know they tend to go into an infinite jam loop, and also provides options for how often your weapons jam with a handy dandy config, both on fire and reload.
On-fire Low: 40% jam chance at 1-10% weapon condition, linear decrease to 5% jam chance at 30-40% weapon condition.
On-fire High: 40% jam chance at 1-10% weapon condition, decrease is slowed to 5% jam chance at 70-80% weapon condition.
On-fire Hitman: 80% jam chance at 1-10% weapon condition, decrease is slowed to 5% jam chance at 80-90% weapon condition.
Reload Low: Vanilla chances, 100% jam chance at 1-10% weapon condition, linear decrease to 10% jam chance at 40-50% weapon condition.
Reload High: 100% jam chance at 1-10% weapon condition, decrease is slowed to 10% jam chance at full weapon condition.
It is not recommended to set both options to high at the same time.
