Fixes the terrible vanilla volume levels for all footstep and landing sounds.

Vanilla Bethesda games always have terrible volume levels for the footstep sounds. The landing sound effects are deafening, the crouching footsteps are completely inaudible, and normal footstep sounds are all over the place.
So I've now equalized them, tuning each of them by ear, so the volume is consistent. Normal footsteps are audible, landing sounds are loud but not deafening, and crouching footsteps are quiet but not totally silent.
This works with FNV, the DLC, and TTW. Should be compatible with everything, really.
