Nut Water Overhaul is a nice and beautiful touchup to the waters of the game, unfortunately with NVs water shader it is quite limited. This mod comes with a FOMOD for either Scriptrunner, Plugin or Neither (which won't load any water based color, for ENB users in mind). This mod also does touch the water of the Capital Wasteland in TTW as well. There shouldn't be any performance hit, as the texture is the same size as vanilla, unless you use the INI settings below that affect performance negatively, as noted in that section.
This mods main texture is ported over from the Fo4 Nexus using MystiriousDawn's Simply Water.

Simply install with either Mo2 or Vortex
This mod has a FOMOD with multiple options inside of it which are easily detailed and simple to understand.
Here is the INI changes that is heavily recommended to get the water looking as good as it can be
In the falloutcustom.ini

bReflectExplosions=0 (Can be set to 1, I just think the explosion reflections look odd)
bAutoWaterSilhouetteReflections=0 (Set to 1 if you don't use bForceHighDetailReflections below)
Add these if you don't mind a bit of a performance hit:
bUseWaterHiRes=1
bForceHighDetailReflections=1
If using ENB do not turn this setting on:
bUseWaterDisplacements=1

(Red) - Outright incompatible
(Yellow) - Somewhat Compatible
(Green) - Completely Compatible
