First, a little roleplay:
"You are a smart person (INT+7), so you take a bounch of old Damaged Books, and manage to save a few usable white pages, that you use to make a Blank Book. After that, you take a bounch of magazines about a certain topic, you cut the parts that are important and interesting, and paste them into your new Blank Book.
After doing this, you notice that this new book looks like one of those Skill Books that teaches permanent skills.
You take it, read it, and now you know more than you used to do some moments ago."

OVERVIEW:

Requires Old World Blues.

This Mod allows for the crafting of Skill Books, in a non overpowered way.

The Mod adds recipes for "Blank Books" using:
-Small and Large Burned Book + Wonderglue + Scissors
-Small and Large Scorched Book  + Wonderglue + Scissors
-Small and Large Ruined Book + Wonderglue + Scissors
-Small and Large Detroyed Book + Wonderglue + Scissors
(The Scissors are retrieved back after the crafting)

After you have your newly made Blank Book, its time to make the Skill Book, using:
-10 Magazines of a skill + 2 Blank Books + 1 Wonderglue + 1 scissors (scissors are retrieved)

For roleplaying and difficulty reasons, i added a few restrictions to the process:

-Player needs to have INT 7 or higher in order to craft Skill Books.
-Player needs to be at least familiar with the skill, having at least 25 points on said skill.
This way the player "knows" what bits of information are important, before taking them from the magazine into their handmade book.

By using this mod you will notice that is hard to get ruined and burned Books, Scissors, Magazines and Wonderglue.

You can use this mod immediately after instalation.

NOTES:

-After completion of the "Old World Blues" DLC, getting "Blank Books" becomes more easy, using the "Book Chute" in it.
-Also, taking the perk "Voracious Reader" that comes with the "Lonesome Road" DLC, you'll be able to turn Damaged Books into Blank Magazines, that you can then turn into magazines using existing magazines.

Both of these instances makes my Mod a bit easier, yet still not overpowered.

-Requires Old World Blues.
-Install as you would any mod.
-Mod doesnt conflict with anything, and can be uninstalled safely at any moment.
-No scripts are added, because none were needed.
-Uses only Vanilla assets, making the mod even safer to use.
