Edit: So I just learned (thanks to huehxolotl) that this is already added in the optional file for Uncut Wasteland. If you want to restore more of the dlc, I'd go download that instead, but here's this just in case you only want the outfit.
So I was watching Triangle City's video on Honest Hearts (really good vid btw, check it out), and I got to the part where he notes that Waking Clouds outfit was supposed to appear in the footlocker at the end of the dlc, but the devs forgot to mark the outfit as playable, so it's not visible and it can't be removed from the container. I thought I'd search for a mod that fixes this in the Nexus search bar and couldn't find one, so I thought I'd whip this file up in xEdit and upload it, and here we are now.
Do note that I haven't started the dlc yet, so it'll take me some time to be able to test this file. If it doesn't work for you, let me know in the posts section, I'll see if I can do something about it. Also note that because of this, I dunno if YUP fixes this either, so I'll have to disable it once I test this mod as well.
