So, it turns out that Philip Lem originally was supposed to have the tortoiseshell glasses equipped but was patched out, which is a damn shame since they look so cool. This mod simply re-adds the glasses onto -who else- Philip Lem!
You can find both the glasses and Philip Lem in Vault 19.
