Okay, so I figured out why these audio files may seem unnecessarily quieter than vanilla! This may sound a little complicated, but bear with me!
I used a "recommended" European specification for perceived loudness. This is followed by broadcast television, radio, and video/audio streaming services throughout Europe. I naively thought video games also followed this specification, but it turns out they don't!
(Preface: Think LUFS as dB but how humans hear it, not how a computer does. Values closer to 0 are louder.)
In accordance with the specification I linked, audio for this mod was resampled to -23 LUFS, which is on the lower end of the scale. However, if you check any vanilla non-DLC voicelines, you'll find they actually already have an integrated LUFS of -23. The issue is that some lines that are "quiet" aren't so much quiet as they are normal when they were actually quite loud on purpose.
I'm going to look more into limiting true peaks rather than just quieting the entire line.
Just like others pointed out, WAV seems to still have crackles. I'm using a HyperX Cloud II wired with its 3.5mm to USB 2 adapter btw. I'll try the OGG version to see if it functions better
EDIT: Yep, OGG version has no crackles, and is quieter than the WAV version. Installed the WAV version and OGG version through MO2 btw
I followed Viva New Vegas and everything has been going great for 50 hours of play time. I've finally decided to start Dead Money and instantly noticed that this doesn't seem to be working and i still get the awful crackling audio which is excruciating with headphones. Any idea what the problem is?
Nothing like that. Under the sound settings I have 24 bit 48000Hz for my Headset, if it is higher than yours please tell me. I also use the BSA decompressor so all the other sound files should be WAV with my understanding, so it is not WAV incompability. With the OGG the sounds are much quieter and I don´t have this "bug". Same goes with the JIP setting.
By default mine is set to 16 bit, 44100 Hz. Please try that and let me know if it sounds any better. I know that some games have difficulty when it's set to 48000 Hz.

Do you use any "non standard" audio equipment? Amps, DACs, sound cards and the like? Have you made changes to Windows' default sample rate?
